Elizabeth is responsible for the setup of training programs for all employees and in the process she she first sets the required level for each competency for all employees using their job descriptions.
She selects a JD and then after clicking on the Allocate button views the competencies required for each JD and at what level. These would be mapped to 'Required Level' in the 'Training Management' workflow for the employee.
