Elizabeth, the HR Administrator, has to start the goal sheet allocation process. Before she initiates the message, she meets all the department heads and the strategy group members to determine the company and department initiatives.

She further notes down the employees that have to be allocated the goals for these initiatives`.

She then enters these in the system to allow auto-allocation of these goals against the default goal sheets of the employees.
